While Authorware includes options for SCORM as part of its interface, Flash is also offering the same options with its newer versions... and there are several extensions out there to help developers create SCORM compliant content with Flash. Yes, as Bob says Reload Player is a good tool to see if your SCORM content is working as it should. It is not a very intuitive or easy-to-use tool, as its purpose is to help debugging SCORM content, but after a couple of weeks working with it, you are familiar with its interface.
