Run a previously-submitted assignment through SafeAssign?

A student recently submitted an essay that I strongly believe has been plagiarized; however, I can't find any evidence through my usual means. Can I resubmit her essay through SafeAssign somehow? I've never used this tool in Blackboard.

Disable SafeAssign's Direct Submit

Is there a way to disable the option for faculty to use Direct Submit? We'd like to only have the SafeAssign tool without the ability to upload through Direct Submit.

SafeAssign Direct Submit Report

No report is being generated by SafeAssign when an instructor direct submits a paper. There is no icon in the SA Report column, just a dash. The paper is uploaded by browsing a hard drive, and the submission option checked is "Submit as draft (do not add papers to Institutional Search Database)...
