Where do I find the Display Options in 9.1.8? I need to turn off the display of the WebDav button in the course files

I can't find this anywhere!!
Actually - it is the Setup Up Web Folder that I need to hide

Can you clarify exactly what it is you're trying to hide, and where?
The instructions you quoted were about hiding the web folder button in the "Action Bar". The action bar it's referring to is something that's only available if you have Content System/Content Collection licensed--if you don't, you won't see "Display Options" in the Content Management area of the Admin Panel.
If you just want to turn off the "Set up Web Folder" option under Control Panel > Course Files, the setting you were looking at (Admin Panel > Content Management > Web Folder Settings > Web Folder Availability) does exactly that.
