I am wondering is there a a way to prevent students from creating blog entries but still able to view their own & other students' posting and comments?
I understand that instructor can easily disallow students from editing/deleting their entries/comments, but I couldn't find a option of preventing them from creating a entry.

No, there's not really a way to make a blog "read-only". You can make it unavailable, but that prevents the students from accessing it at all.
