How do I edit the hot links that are in the upper right of the home screen?

Peter,

The upper righthand corner can contain either "Hot Links" or a "Hot Spot" (which can contain and image and/or HTML).   You'll want to choose whether the top frame displays Hot Links or Hot Spot by editing the default theme that you're using (Admin Panel > Brands and Themes > Customize Default Theme > Navigation Settings [tab]).  Then you can edit the Hot Links or Hot Spot content by looking under Admin Panel > Communities Settings > Hot Links.

Mike, under Communities there is no selection for Community Settings. I would send you a snapshot but it won't let me do that here. Send me your email and I'll send you a screenshot of our admin panel.

Peter,

If you look under your profile here on the forum, you can upload images.  Also, what exact version of Blackboard do you have (which Service Pack) and do you license the Community System?

I uploaded a file to my profile but I don't see how to get that to you. Maybe you can get it? We are on version Blackboard Learn | Release 9.1.60230.0

Peter,

If you click on a person's name here in the forums, you can see  their profile and look at all the files they have saved under "My Files".  Looking at the screenshot, it looks like you do not have Community System, so you may not have the ability to set those Hot Links.  You'll want to contact Bb Tech Support at Behind the Blackboard to confirm that, though--I'm not 100% sure whether that's a Community System feature or not.
