In Learn 9.1, what is the difference between a question set and a random block? Also, are there any options for randomizing survey questions?

You don't have the same options for randomizing a survey, because you are aggregating the responses rather than examining individual attempts, so all the students need to all be answering the same questions. However, in the Survey Options that are set when deploying the survey, you do have the option (in section the 6, the "presentation" options) to randomize the questions so they appear to each student in a different order.
