I think the Course/Organization > Manage Files *should* be giving the ability to put files into the Course Files area, which is the underlying problem. Unfortunately, it doesn't seem to do this in SP7 or SP8, which I suspect is a bug.

Two ways I can think of to get around this are 1) as administrator, manually edit permissions on the course files areas for the courses in question and add the Select Roles > All Roles [really, all system roles] and grant read and write permission. In conjunction with the other privileges you'd expect, like Courses/Organizations (Content Areas) > Create Materials, this seems to allow the Support or System Support roles to see and add files to the Course Files area. That means editing permissions in a bunch of classes, though. Or the simple way, 2) add the Course/Organization Control Panel > Quick Enroll privilege, which would let them simply add themselves as instructor in the course, upload the file, then un-enroll themselves. This would also let you use the Support role for other "support" things that might require instructor access to a course, as well.

Which combination of privileges will allow this? The System Administrator role allows this privilege, but I've tried permitting every privilege that includes the word "File" in it with the other roles and keep getting error messages when attempting to upload syllabus files.
