I'm afraid I don't know what "ELC" is, but we at Dr. Cs don't have any connection with your school, so we don't know what school-specific things may be set up.

It sounds like you're from UGA, though, which is actually using the Balckboard CE/Vista system rather than then Blackboard Learning System. I'm afraid the only information I have on the way your system works is the student orientation page at http://elc.uga.edu/student_orientation/completing_assignments.html

She checked her ELC page, and the document was not there. Is there a way to retrieve a document that was uploaded but not submitted? I think I know the answer to this one, but I thought I would ask . . .

You may have uploaded the file but not actually submitted it. You'll need to contact your instructor to find out whether or not they received it.

I submitted an essay in the "Assignments" tab, just about at the deadline. I uploaded the file, and even opened it to check that it was there. Great. But after a couple of weeks, I noticed Assignments said "Missed," and my file was not there. What happened? Can I still retrieve my document?
