Institutional Hierarchy

I've been trying to figure out the new Institutional Hierarchy tool in SP8.  BIG problem, the documentation on this is spotty to say the least. Of course, who's surprised as most of Blackboard's documentation is not very good.

Back to my question.  I have created a node that has a tab group and two tabs associated with it.  I've given the node administrator rights to modify and create new tabs and modules.  Problem, when the user tries to create a new tab or module, or even edit one that's associated with the node, Blackboard gives an error saying that the user needs to associate the new (or current) tab or module with a node.  In the creation process, they are not given the opportunity to associate the tab or module with a node.  I only see that option as a system admin.  Why can't the node administrator create a new tab or module or edit a tab or module that's associated with their node?

It looks to me like the Institutional Hierarchy tool is based on the Domains tool from earlier Blackboard versions, and suffers some of the same weaknesses.  As with the Domains tool, there's no setting automatically added to the creation screen for an object ( user, course, tab, etc.) to associate that object  with a domain or an institutional hierarchy node.  And just because the person creating it is the administrator of a node does not necessarily mean the object is automatically associated with that node.

Just to confirm, have you checked to confirm whether the modules and tabs in question are really associated with the node?  Does the administrator role that you're giving to these node administrators have the privilege to add tabs and modules to a node?  Do they have that admin role system-wide rather than just within the node they're assigned to?
