I am trying to figure out how this report works. I have statistics tracking turned on for everything that I can turn it on for. I log-in to the course as a student and I click on things and submit assignments. But when I then run the Student Overview for a Single Course Report on that same user I'm told that "No Activity Was Found."
In another course I run the same report on a student who has completed a test and has therefore been in the course, but when I run the report on them I also get "No Activity Was Found."
What am I doing wrong?

There are a couple of different things that may be going on to explain why you're seeing no activity at all:
1) Your Blackboard administrator may not have event tracking turned on. Do you get any results if you run any of the other sorts of course reports?
2) Even when event tracking is turned on, records of student activity are not transferred instantaneously to the tracking database. It can take an hour or more before the most recent activity shows up in the course reports. How long after logging into the course as a student did you run the report?
However, from looking at the report on my server, there's also some confusion about what the (brand new!) "student overview" report shows. It does track and display the amount of time the student spent in the course overall, and in many individual types of items like discussion boards and tests. However, I am not sure whether it necessarily pulls in individual tracking reports for every item that you enabled tracking for or not. If you go to the individual assignments where you have tracking turned on and select "View Statistics Report", do you see any results?

I'm finding the same thing, however, the report seems to work in one course and not in the other and I have no idea what could be different between the two. Other reports seem to work as intended, but I get "No activity" in a "Student Overview for a Single Course Report" for a student who has obviously made progress,

We are troubleshooting a very similar problem right now with Blackboard. The "Student Overview for a Single Course" works fine on our test server, but shows no activity for any student/class on our production server (which has much more activity/data).
The problem at this point seems to be that the routines to copy data into the reporting tables that those reports use is timing out, probably because the reporting was completely broken initially and now has too much data accumulated to run within the regular schedule.
Ask the system administrator or the help desk to have a look under System Admin > System Reporting > Refresh Report Data, and see when the report data was last refreshed, or if there's an error message from the last attempt at running the update.

OK, at least you're not having the same problem I am, which is good! If you're only seeing the "No Activity" in particular courses for particular students, there are other ways of confirming that there has indeed been activity by that student in that course.
Just to confirm, have you looked at the Performance Dashboard so check the last time the student in question has accessed the class? Also, the system administrator can query the activity_accumulator table to find activity by that student in that course, which is (ideally) the same data that gets copied over to the reports table that's used by the report.
That's the reason for my concern: the student has completed 5 assignments & tests (grades show in the Grade Centre), but the reports for him and all other students in that class, come back "No activity found".
We checked the accumulator table as suggested and there are 356 records there.This is where the info for the report comes from?
I believe that is where the report data comes from before it is copied to the report table, but I'm not positive. When did you upgrade to your current SP version, and how recent was the activity? Even on my test server (which shows the report correctly), the single user activity report only showed activity that occurred after the upgrade.
I don't think that's the issue because the report works in one course and not the other. Both courses were created on the same day. The activity is within the past month and the SP upgrade (8) was done several months ago.

In that case, you'll want the administrator to open a ticket to see if there's some problem going on with the report data updates.

I have a similar issue with Student activity reports being blank however run an Activity report and select the student it comes back wuth lots of data. Did BB offer any help?

I don't see any reports named "Student Activity" or "Activity". Where do you find these?
We are using Learn 9.1 SP8
To get the reports go to Evaluation > Course Reports.

We're still having problems with the "Course Activity Overview" and "Student Overview for Single Course" reports showing no activity, and Blackboard is still trying to investigate. Which are the names of the specific reports are you having problems with? I don't see any reports entitled just "Student Activity" or "Activity", though I see a lot of reports with "Activity" in the title.
