Is there document explaining all the privileges.  It is difficult to assign or withhold a privilege if I do not know what is affected and how it works

No, I'm afraid there really isn't any documentation explaining each of the 356 available privileges.  For the most part, however, they represent access to specific areas of the course or system administration menu, so things under "Administrator Panel (Courses)" are menu items under the Courses section of the admin panel, and "Administrator Panel (Courses) > Courses > Edit > Enrollments > Add Enrollment" is the specific ability to access the "Add Enrollment" menu item for a course found under the admin panel "Courses" section. 

Conversely,  things under "Course/Organization Control Panel" are menu items under the course control panel, and "Course/Organization Control Panel (Users and Groups) > Users > Enroll User" is the ability to enroll a user in the course by going through the "Users and Groups" section of the course control panel.

Some privileges affect things that don't really fall under a specific menu item, but they are fairly rare.  Most of the time, when administrators are creating a new role, they start with the existing role that's closest to what they want, because there are some privileges that are kind of "built in" for specific roles, and they can't really be turned off--you can't stop giving an instructor access to the grade center, for instance.

Hi Mike,

To add to Sharon's question, I need one specific privilege that I simply cannot find in the list. Grade Center. I am looking to add the Grade Center access to a Course Administrator Role but it is just not in the list. The only option for me is to either enroll a specific user as a Grader/Instructor into all the courses I have or give that user System Administrator rights (which I am not in favor of).

Is there a way to add the Grade Center Access to a system role other than System Administrator?

Are you talking about a privilege for a system role?  Some actions/areas do not have individual user-assignable privileges associated with them. 

What specifically are you trying to do?  For most "help desk/support" type roles that need short-term access to a course, the simplest solution is to give them access to the Courses area of the admin panel so they can do course searches, then give them Quick Enroll privileges so they can make themselves an instructor in the course.  (There are lots of things even System Administrator can't do in a course without Quick Enrolling...)

Hi Mike,

I am talking about privileges for a system role. I am looking for a long term solution for a user that will have the following system roles: User Admin, Course Admin and in that Course admin role I would like to add a "Grade Center" Privilege. I would not like the user to enroll into the courses.

The problem is that I cannot locate the Grade Center Privilege in the list of Privileges that I can add to a System Role.

Maybe I am missing something?

There is not a separate Grade Center privilege.  As I said, there are some things for which there is no specific user-assignable privilege, at least not through the GUI.  You might be able to go into the database and add records directly to the system_roles_entitlements table--I see that there's a record for system administrator ("Z") to have a course.gradebook.VIEW and course.gradebook.EXECUTE privilege, for instance--but it's not at all clear if that's all that's needed for grade center access, or how other privileges (like the the ones for grading different types of materials) tie into it, or what other implications there might be for doing that.

So, what specifically are users with this role supposed to be doing, and what are the problems with using quick enroll?

I am planing to create one user that will be creating and managing users, creating and managing courses AND checking grade books of all the courses we have in the system. I am talking about a lot of courses here. I would not want that user to be enrolled into all the courses. I want him to act as an admin but with rights restricted to the above.

Is the person checking grade books for all the courses on the system at once, or one at a time?   The whole point of the quick enroll privilege is that it allows the person to easily give themselves access to everything in the course as need with a single click, then unenroll with another single click when they are done.

If that is not acceptable, then your only option is probably to try adding records directly to the system_roles_entitlements table, but recognize that it's not really something that's supported.

Tetyana,

Are you talking about getting to the System Administration area for managing the Blackboard system, or are you talking about seeing the menu and control panel in a course?

If you can't see the menu and control panel in a particular course, you have simply hidden them.  To show the menu again, just look for an arrow or a bar on the left side of the screen and click on it:
