Other than the "Rubric Evaluation Report", is there a report that can be generated that will include the Rubric points per criteria and the Rubric comments for selected assignment(s)?

No, I'm afraid there isn't a lot of reporting available on rubric scores and data at this point. You can get averages with the "Rubric Evaluation Report", and you can see (but not easily download) individual rubric scores and feedback by looking at the individual attempts in the grade details, but that's about all.
