We recently created a new course. The course file was not created. I can access the Content Collection, but the course file folder is not present. We created another course site at the same time, but this one has the course file present.
Is there a way to create the course file?

Edward - has anything been added to the course? I've seen where it did take a bit for the system to create the folder. I've also seen where the folder wasn't created until content was put into the course. Give this a try and let us know.
