If a student submits an assignment via the assignment submission, how can I return the submitted assignment to the student in Blackboard 9.1?

When you grade the assignment, you have a window where you can write feedback to the student, and the feedback can have a file attachment. That's the normal way of giving feedback and returning submissions with notes added to them.
