I would like the students to evaluate the course and receive points for said evaluation. How do I do that? Thanks!

There isn't a built-in course evaluation tool in Blackboard, though it's planned for an upcoming version.
One approach might be to create a survey for the evaluation. Surveys do not have point values associated with them in the grade center, but you could create another column in the grade center where you do award points to each student who has taken the survey. It's pretty much a manual process, though.
