I downloaded the template login page from System Admin->Communities->Brands and Themes->Customize Login Page. I made a slight change to add an announcement to the login page, uploaded it within the same area, and then the next day the login page had reverted back to the default. We stop and restart services every night, so I'm wondering if this is why it was reverted back. Is there something special I need to do to keep it using my customized login page instead of reverting back to the default??

You shouldn't have to do anything to keep your customized login page in place. We are also using 9.1 SP7HF1, and I've never had any instances of the login page reverting back to the standard page after a restart. If you have multiple load-balanced application servers, though, you will need to upload the custom login page on each one--that's the only situation I've heard of with the login page "reverting".
Are you doing load balancing? If not, do you get your custom login page or the default when you go to System Admin > Brands and Themes > Customize Login Page > Download Custom Login Page?
If you're simply adding an announcement to the login page, did you consider creating a system announcement and selecting the "Display at Login" option? I use that all the time since going to 9.1!
Also, although some schools used to do it with older versions of Blackboard, you probably should not need to restart services on Blackboard every night. if you're experiencing performance problems, I'd definitely suggest opening a ticket with Blackboard to get them to help you pin down the problem.

We do have load balancing, and i found a Knowledge article about it, and it said that was only a problem before sp6. Also, when i did load the customized page, i specifically went to each server and the customized login page was there. But then i come in today and its gone again.
I am new to Blackboard so I did not know about the System Announcements. I just did that instead, and that did work much better, but....
I sill want to know why it keeps overwritting every night. Hmm, so we are load balanced, and i used the System Admin > Brands and Themes > Customize Login Page >Upload Custom Login Page. Does this not work for load balanced systems? I guess I'll ask in the Office Hours Meeting today.
And the reason we restart every night is because we do a backup every night.

You may need to open a ticket with Blackboard to get them to look into it. My understanding is that you need to update the login page on each system in a load balanced setup, but I don't do load balancing on my system (yet!), and that still doesn't explain the login page apparently reverting overnight.
