We are transitioning to BB soon and I am in the process of creating a test course. I followed all the directions in videos, but I can't find a Grade Center link under evaluation in the Course Management Area. I have created some test folders, assessments, discussion forums. Is there a step I need to complete before the grade center appears in the control panel?

The Grade Center does not appear under Evaluation. It has its own top-level menu item in the Control Panel.
If you do not see the Grade Center in the Control Panel, look in the Control Panel under Customization > Tool Availability, and make sure there's a check box next to "Grade Center" to make the Grade Center tool available in the course. Normally it should be set to be available by default, though.

I tried to get this question answered in behind the blackboard, what is the version that matches the cohort called? As an institution we would like to have a "grade center" instead of a "results center"

Also when I select the safe assign area it tells me not available: contact system admin. are these work order issues?
It looks like on your server, it's called "Results Center" and not "Grade Center". The names of items can be different if your server is set up to use the "Pro Ed" (professional education) language pack.
Better yet, how can I change the language pack? am I able to do that on my own?
The administrator sets the default language pack from the administrator control panel. There's a "Language Packs" menu item in the "Tools and Utilities" area on the right side, where they decide what language pack will be the default for the system, and what other language packs will be available. They can also copy the existing language packs and edit them to make customized local versions.
There are system settings to determine whether or not instructors can set the language pack for their courses, or users can set their own preferred language packs. If you are allowed to change the language pack in your course, you will find that setting under Course Control Panel > Customization > Language Pack. (You posted in the "Students" forum but seem to be looking at the instructor's course control panel, so I'm not quite sure what your role is...)
