We are in the process of moving all faculty over to Blackboard, and one department would rely heavily on the file exchange tool in groups. Is there a way for students or the Instructor to organize the files that are uploaded using folders or the like?
No, there's currently no option for creating folders in the group file exchange area.

You can submit a suggestion/enhancement request via the form at http://suggestions.blackboard.com. However, you won't necessarily be able to get much information from Blackboard about whether or not they actually plan to implement your suggestion until they actually begin finalizing and advertising those feature changes for an upcoming version.
