With out rememberings changing anything at the system admin level the menu "edit notifications" are now missing under "my places".
Any idears how to bring it back on?

My first though is to look under "Admin Panel > Notifications", and make sure "System Availability : Notification Collection" is still set to "Enabled". If you have disabled the notification system, you won't have any option to edit notification settings.

Do you have Community Engagement (aka the Community System) licensed on your Blackboard server? There are some centralized notification system features that are not available without Community, and the "Notification Dashboard" was not available, but I don't remember whether the "Edit Notification Settings" in "My Places" was.
If you have Community, then you may have some more serious underlying problem.
You might try adding the "Notifications Dashboard" tab to any of your tab groups ("Top Frame Tab" in SP8speak...). It can even be an "unavailable" tab group.
Both "Notification Dashboard" and "Edit Notifications Settings" should show up for you...
