My question is... How do I re-open or re-release a test? For example when a student is taking a test and say they get kicked out or they try to submit and only half of the answers are submitted although they completed all questions. I know I can clear the attempt but is there a way to re-open a test that is force completion, one attempt to a student where it will just open back up with the answers they have already given so they can finish without starting from scratch?

The "Force Completion" option specifically prevents a student from going back into an open attempt once they have left it. The only way to let them back into that open attempt is to turn 'Force Completion" off.
