I am running across a few annoying bugs in the new version that Edcc (Edmonds Community College) is working with. One is when I am working on a test assignment on Blackboard, the questions continue off the page. They do not text wrap. Bad scripting??? I have to keep scrolling to the right to keep reading the questions to my test assignments. The new design of blackboard looks like crap with this issue.
Second: (THIS IS IMPORTANT) When I click "logout" from my main page, it doesn't really log me out. I can still see all of my classes, etc. (It seems to just refresh my page, NOT log me out). It does eventually if I wait a couple minutes and click the logout button AGAIN. Then it finally logs me out. It seems to not function right / only works If I click log out once, then wait a minute and click the logout button again then it will take me out/ log me out. Delay???
Third: My "Tools" section is gone now from my classes. I understand that this "might" be something with the school's settings, but we have always had it before (before the new version). With that gone, I cannot see my grades for assignments that I turned in or even find the discussion board for the class, etc. I will ask the school about this one....but I hope you help/find out what is going on with the other two issues.

I'll try to go through these in order:
1) What web browser are you using? Does it happen in all your classes? I haven't seen the issue with the current version that we're testing, but it may have been a problem with earlier releases, or with instructors entering text a particular way (such as pasting it directly from MS Word).
2) It looks like your school is using some source outside of Blackboard to manage logins and passwords for Blackboard. You will want to contact the Help Desk at your school to let them know that logging out does not appear to be happening immediately, so they can see if there's some problem with the authentication setup or if that is expected behavior.
3) The "Tools" section is definitely something that is configured to show or not by your school. The good news is that it's pretty easy for them to turn back on if you let them know that it's something that's valuable to you and the other students, so this is another thing I'd talk to your school's Help Desk about.
