After log in to blackboard the content is there, but the text is so small I can not even read what is on there. any Ideas as to why I am having this issue?

Your browser has option for text size that you can set yourself. For example in Firefox under the menu option View, there is a link for Zoom. You can try that.
You may wish to start with the Zoom Text only.
It could also be that the resolution on your monitor is at a very high setting. Allows you to see more things on your screen, but those things will be smaller.
