I've successfully uploaded many files to blackboard, but today, whenever I try, I get this message:

I've logged in and out a million times, I've waited a couple of hours and tried again. This is something that should take 2 minutes and has wasted way too much of my time.

Since you have had success in the past, by the error message, my guess is that there is a problem local to the server today. I would recommend you contact your school's IT support team, let them know what is happening and see if they can't get the server back up and running properly.
I think Brian is probably right. This occasionally happens to our faculty as well. Sometimes just a logout/login will work, and sometimes there's something going on with the DB that's holding things up.
